A meeting was held on October 21, 2009 at Chatham Acres.  The meeting opened at 6:32pm.  Members present were Patricia Dufour, Jo Ann Ewing, Ann McLaughlin, Tom Denman and Judie Bobbi.  Also in attendance were Town Council Liaison, Sue Weintraub and two residents.  Ms. Kangley was absent.

Minutes:  A motion was made to accept the Minutes of September 16th.  Mr. Denman seconded.  Vote was unanimous.
Bills and Communication:
Buel CPA sent quote for audit for the next three years.  A motion was made by Mr. Denman to accept the quote for the 2009 audit.  Ms. McLaughlin seconded.  Vote was unanimous.
The new RSC contract has been received for the 7/1/2009 – 6/30/2010.  The total of the Grant is $13,302.  The Housing Authority will have to make up about $3,000 short fall due to the state budget cutting about 15% from the grant.  A motion was made by Ms. Ewing to supplement the grant from the reserves.  Ms. McLaughlin seconded.  Vote was unanimous.
DAS sent a letter of thanks for our participation in the Master Insurance Program.  Included were dividend checks from Housing Authority Insurance Group for 2007 and 2008 totaling $1,617.39.
Cash Report:   Ms. Bobbi presented the bank reconciliation for September 2009.  After a review and discussion of the report, the Chairman stated the report will be filed for audit.
Old Business and New Business:
Tenant Commissioner Policy was discussed.  Ms. McLaughlin would like to add the section that would state the consequences if the tenant commissioner fails to perform their duties. Ms. McLaughlin will email her suggestion to be discussed and added to the policy.
The request by a new resident regarding a pet was discussed and denied.  There is a no pet policy which is voted on by residents not less than every five years.  
Millenium Water has suggested that we purchase a mixer for the potassium carbonate for the Bellwood Court Water system.  Ms. McLaughlin made the motion to approve the purchase in the amount of about $250.  Mr. Denman seconded.  Vote was unanimous.
Millenium also stated in the near future we will need to look at cleaning of our storage tank in the garage.  Water lines will be flushed at Chatham Acres on November 4th.
Ms. Bobbi sent all members an amendment to the PILOT from 10% to 5%.  Ms. Ewing made the motion to approve the amendment.  Ms. McLaughlin seconded.  Vote unanimous.  The Chairman will sign and take to the Town Manager for signing.
Ms. Bobbi presented members with a copy of the September 30, 2009 quarterly report that has been sent to chfa.
Ms. Bobbi presented members with a copy of the proposed 2010 Budget.  Ms. Ewing made a motion to approve the Budget pending approval by chfa.  Mr. Denman seconded.  Vote was unanimous.
Ms. McLaughlin asked if residents signed on to Public Power Inc. to be their supplier for their electric bills.  Ms. Bobbi noted that about 12 residents signed on.  The Housing Authority also signed on and hopes it will save $100 or more a month.
Ms. McLaughlin reported that the Agency on Aging has mentioned that it may have Mary Ellen Klinck come out to speak with them and would invite the Housing Authority to sit in.
A discussion took place regarding family members in the apartment of a tenant who is in rehab.  The Board requested that Ms. Bobbi put a comment in the newsletter to notify the office if anyone notices people other than the tenant in the apartment.  Ms. Bobbi noted that the locks on that apartment were being changed.

Public Comments:        One resident in attendance noted the new door openers are great.
Tenant Commissioner:    Commissioner is on vacation

Liaison to Town Council:
Ms. Weintraub asked about the waiting list.  Ms. Bobbi noted no change as of this date but there will be two openings in November.
Ms. Weintraub has placed a call to DECD and asked that Mr. Santoro call her back.  Ms. Weintraub stated she has enjoyed being the liaison during her term and hopes she has been helpful to the housing authority.

Board members will meet for a workshop on November 10th at 1pm at Chatham Acres.

A motion was made by Ms. McLaughlin to adjourn at 8:10pm.  Ms. Ewing seconded.
